Is an APO Optimizer server needed when only running SNP & PPDS heuristics?

Dear members

if the scope of APO functionality in an implementation is restricted to:

- SNP Heuristics,

- Deployment Heuristics,

- TLB, PPDS heuristics,

is it really required to install an optimizer server? Could it result in cost savings if we exclude optimizer server from the hardware / software purchase at the time of brand new implementation?
